PCCF visits Aalo forest division
AALO, Mar 23: PCCF and Principal Secretary Forests, AK Wahal arrived at Aalo Forest

Talking about the forest administration and management, he said that there is no dearth of fund but what we need is innovative ideas which would address the needs of the people as well as the concerns of conservation of environment and forests. He added that the problems of shifting cultivation could not be tackled by the forces of laws and other regulatory measures alone; in fact they should be addressed by incorporating such farm management practices which would involve tree crops along with agricultural crops. He exhorted the staff to inculcate the sense of integrity, hardwork, devotion and dedication towards the job. While mentioning about the uniform for the executive staffs, he assured them of the best quality of the materials.
On arrival at Aalo, he visited the office of the Divisional Forest Officer where he was briefed about the developmental works and other activities in the division by DFO Nyali Ete. He also apprised him about the recently held ‘Aalo forest festival, 2014. He also highlighted about the problems faced by the Division, particularly the problems of mobility, housing, TA/DA.

188 Assembly, 11 LS candidates file nomination papers for polls

The filing of papers which started on March 15, the date of issue of notification, ended yesterday, election office sources informed here today.
For the two Lok Sabha constituencies in the state, altogether 11 candidates filed their papers.

The candidates for Eastern Parliamentary Constituency include Union Minister of State for Minority Affairs Ninong Ering (Congress), former BJP MP Tapir Gao and PPA nominee Wangman Lowangcha.
The Congress has fielded 62 candidates for the assembly polls, while opposition BJP nominated 50 candidates, PPA (20), NCP (12), NPF (11) and Aam Aadmi Party fielded one candidate.

However, the party has fielded one candidate from Western Parliamentary constituency.
Scrutiny of papers would be held on March 24 while last date of withdrawal of candidature is March 26.

Congress likely to win six assembly seats unopposed
ITANAGAR, Mar 23: Six Congress candidates are likely to win unopposed in the April 9 Assembly elections in Arunachal Pradesh if their nomination papers are found valid during scrutiny tomorrow.
The candidates are Tourism Minister Pema Khandu (Mukto), Rural Development Minister Tanga Byaling (Nacho), Punji Mara (Taliha), Bamang Felix (Nyapin), Mama Natung (Seppa West) and Takam Pario (Palin).
The chances of more Congress candidates winning unopposed are not ruled out as negotiations are going on with nominees of other parties to withdraw their candidature in several seats before the last date of withdrawal on March 26, Congress sources said.
Congress has a legacy of winning seats uncontested in the state in several elections
with former Chief Minister Dorjee Khandu setting a record consecutive two-
Chief Minister Nabam Tuki won uncontested in 2004 from Sagalee constituency.
In the 2009 assembly elections in the state, Congress won 42 seats while first timer Trinamool Congress and NCP won five seats each, followed by Peoples' Party of Arunachal (PPA) 4, BJP 3 and one Independent.
However, the strength of the Congress rose to 55 later when all the Trinamool and NCP members along with three MLAs of the PPA joined the party. PTI
Total cash seizure crosses Rs 83 lakh
ITANAGAR, Mar 23: With just a fortnight to go for the Assembly polls in the state, the total cash seizure by the authorities so far has crossed Rs 83 lakhs.
The Flying Squad and Static Surveillance Teams in the State under Election Commission of India to check possible violation of Model Code of Conduct have made seizure of Rs. 7,43,000 on a single day today, informed state nodal officer on behalf of chief electoral officer. He added that cash seizures have so far totalled Rs 83, 98,000 .

Roing DIPRO adds: The Flying Squad and Static Surveillance Team seized two Single Barrel Gun with 4 cartridge, 77 beer bottles and 62 IMFL bottles (of 180 ml) from in and around Roing township today, informed Sanjay Taram, CO, Roing. At East Kemang, the Flying Squad led by Abu Taba, CO along with police have seized Rs 2 lakh from a woman at Bebo colony, Seppa for ‘illegally’ possessing the amount today.
They also seized two 2.2 rifles, large quantity of liquor (beer) and local daos at Seppa. All the seized materials have been deposited at judicial branch and police station.
At Tezu, an unannounced raid was conducted by Excise Officer along with police and seized 10 bottles whisky from various hotels and restaurants in and around Tezu township.
On 22 March, the Executive Magistrate seized a truck with 954 cases of beer in Roing-

Capacity building prog on methods in molecular biology held
ITANAGAR, Mar 23: The four days capacity building programme on “Methods in Molecular Biology” concluded at College of Horticulture & Forestry, Central Agricultural University, Pasighat in the Department of Basic Science and Humanities under Institutional Biotechnology Hub Project today. The training programme was sponsored by the Department of Biotechnology, Ministry of Science & Technology, Government of India.
Chairing the valedictory session, Dr. AK Pandey, Dean of the College, spoke in details about the importance of modern scientific techniques for the development of agriculture, horticulture, forestry, medicines in every aspect. He also highlighted about the merits and demerits of hybrid seeds, the problem of bacterial and viral diseases in the crops of the region and their possible remedies by using the modern scientific knowledge. He urged all the scientists, professors and researchers to work for solution of various agriculture related problems of the region in order to serve the people of the region and the country as whole.
The participants also gave feedback of the training and termed it a very interesting, highly educative and important.
All the faculty members, technical staff of the College of Horticulture & Forestry, Pasighat were present during valedictory session.
Trainings for polling personnel continues
ITANAGAR, Mar 23: Intensive trainings for polling officers/personnel are being conducted
throughout the state to ensure free, fair and error-
At Daporijo, the second and third phase of training for polling personnel of Daporijo, Giba and Chetam circles began at the Rijo Conference Hall here today in presence of DEO Tahang Taggu and RO Kanki Darang.
General Observer Pramod Kumar Das was also present on the occasion and briefed the gathering about ‘tender ballot’ and ‘challenge ballot paper’, the duties of the presiding officers before the end of polling and maintenance of diary and submission of detailed report by the presiding officer.
Addressing the trainees, the DEO said that all should learn and understand the rules diligently and be confident so that no mistakes are made as each and everyone will be accountable for their own work. He advised them to be mentally and physically prepared for the duties assigned to them as it would be done through randomization process and no excuses would be entertained for exemption from duty.
Training was imparted by Master Trainers P Kalita, RPS Rawat, Dr. B Paul, SB Singh and Rayom Lomdak on EVMs and related issues, fixing of green paper seal/ strip seal and special tag, postal ballot paper, under age/challenged voters, steps to be taken before commencement and at the end of polling. Mock polling too was conducted.
The second and third phase training for Taksing, Limeking, Nacho, Maro, Baririjo, Raga, Kamporijo, Taliha, Payeng, Dumporijo, Gusar and Puchigeko circles was conducted from March 18 to 22 at their respective circle headquarters.

At Seppa, the East Kameng Deputy Commissioner cum DEO Tarin Dakpe held a coordination meeting with the General Observer, SP, administrative officers and representatives of various political parties in his office chamber today to review poll preparedness for free and incident free conduct of the election.
The DC appealed to all the political parties to extend support and cooperate with the administration and strictly follow the model code of conduct.
General observer Surender Kumar exhorted all to discharge their assigned duties sincerely for smooth conduct of the election. He also said that all political parties should strictly follow the MCC for which they should read the booklet and guidelines. He directed the administrative officers to visit every polling station of their jurisdiction before polling day and provide basic minimum facilities to the voters.
SP Apang Tamut informed that only 137 arms have been deposited so far out of the total 2760 license issued in East Kameng. He said that regular case would be registered against those who do not deposit their arms on or before March 25. He also urged political parties to get their unregistered vehicles to be used in election purposes registered.
Kego Jillen, PD suggested the administrative officers to solve petty complaints at their level and not to forward everything to the DEO.
All the outpost administrative officers briefed about the status and activities report of their jurisdiction.
At Yingkiong, the second phase of EVM training for polling officers was conducted at Yingkiong, Tuting, Mariyang and Geku today.
Master trainers Hengo Basar (PD), Dr. Kaling Dai (DMO), Starlie Jamoh (EAC), Dr. Ahik Miyu (DTO) and Dr. Tarik Mize (VS) imparted the training through PowerPoint presentation and practical demonstration on EVM with mock polling.
General Observer PC Meena interacted with the Returning Officer/DEO Dr. Tariq Thomas, and also held meeting with the AERO's, officers and officials of Flying Squad and Surveillance teams, Expenditure Monitoring Team and others.
At Changlang, a total of 437 polling officers/personnel were trained in the second phase training today.
Master Trainer T Jerang, Project Director, Changlang while briefing the polling officers reiterated to learn the handling of EVM and go through the presiding officer’s diary and check the polling materials to be collected for smooth conduct of election process. He asked all of them to clear all the doubts before leaving for their respective polling stations.
Meanwhile, Superintendent, Tax & Excise, Changlang sealed a godown of M/s Changlang Beverage House, wholesale Vend of IMFL and Beer yesterday for non installation of CCTV cameras to monitor possible violation of Model Code of Conduct.
At Tezu, Lohit DEO Dr. BM Mishra asked the sector officers, presiding officers and polling officers to work with dedication and sincerity.
To avoid errors on the date of voting, he asked everyone to pay special attention during the training sessions.
Assistant Professor, Dr. PC Swain imparted practical training to the participants on EVM operation, postal ballot etc through PowerPoint presentation.

RCCN felicitates state’s singers, lyricists
AALO, Mar 23: The nostalgic congregation of all genres of singers, lyricists and musicians of the state turned up on invitation for honour and felicitation by Liduk Ete, Director RCCN and his family at a well illuminated Open Park near his residence on the night of March 22, was a rare and momentous occasion for all.
The ailing legendary singer Moge Doji burst into paroxysm of sobs as he received a standing ovation with a nostalgic number of his old melody echoing around the park and a short moment of emotion seized everyone to rub their tears too. A mixed blend of 72 singers and lyricists from various parts of the state starting from first singer of the state Duri Taipodia to present day singers with full throated western orchestra were felicitated and live telecast of the unique event was made available to the music lovers of the district.
On the auspicious occasion, an audio album titled “Ngunnem Beko Moko” brought out by RCCN Film Studio, Aalo to pay tribute to their late father Minli Ete and mother Reyi Ete, was jointly released by Moje Doji and talented young singer Omin Ering amid cheer. The popular song of the early 70s “Ngunnem beko moko si Donyi Polo moko Go” (The place of our birth is the place of Donyi and Polo) devoid of modern music in those days and with modern music of the song at present depicted on the screen us a contrasting and vivid insight into the growth and development of music in our state. The popular duet song “Tingi ja tami nom ne ngo” by Jomnya Siram and Dakjum Lollen Ete, and other selected numbers from Duri Taipodia, Goto Ete, Omen Ering, Mibi Ado, Torik Kato, Tai Ete, Liduk Padu and others enthrall the audience. The Darka legendary Marli Padu, Hampe Ete, Limin Ete, Gumkar Ete were also facilitated on the occasion for the growth of music and songs to give direction to singers of Darka village like Goto Ete, Liduk Padu, Pebe Ado, Gampi Padu and others.
Speaking on the occasion, Jomnya Siram, Deputy Director Art and Culture hailed the beautiful event as a well conceived idea by an individual. Neither Govt. nor any cultural society has ever done such a wonderful thing to recognize the singers, lyricists and musicians of the state and this maiden platform for artists should go a long way to take the form of a festival and festivity in our sate in the years to come. Duri Taipodia, Omin Ering and others also appreciated the efforts of RCCN to conceive the noble idea.
The Director RCCN Liduk Ete and his wife Lingam Ete, the Managing Director said that music always ties and knit us in the bond of oneness through the ages and love for and regard for singers, lyricists and musicians who have immensely contributed in their own way cannot go unrecognized. They extended their heartfelt thanks to all for attending the Felicitation function to make the mega event a successful one.
RCCN Director Liduk made a humble beginning of running a local cable TV and today he stands as a glaring example of an enterprising young businessman for other unemployed youth to emulate with a fully equipped local TV Channel by dint of his hard work and efforts put in for years together. He now runs news channel and authoring a very attractive programme “Chale Gaon Ki Aur.” DIPRO

Let election be violence free
The poll related violence which marred electioneering process during last day of the filing of nomination at Koloriang yesterday is matter of grave concern. As per report police had to fire seven rounds in air to disperse mob, who vandalized office of Deputy Commissioner. Violence erupted when supporters of a candidate attacked office over a petty issue. Election commission has been putting best effort to ensure that simultaneous assembly and parliament election to be held on April 9 should be violence free.
Violence in any form is condemnable and it should be avoided at any cost. It is the responsibilities of contesting candidates to make sure that their supporters do not indulge in violence. Candidates along with election officials should create healthy atmosphere so that voters can participate in democratic process without fear. The people of Arunachal need to understand that violence is not the solution to the problem and every issue can be sorted out in peaceful manner. For better tomorrow we must have violence free election and let us elect the best leader.

Lets vote for change
Dear Editor,
Through your esteemed daily, I would like to express my views regarding politics being played in the colour of money in Arunachal Pradesh.
During our childhood days we were taught by the elders, teachers, folks etc. about leadership; who not only toils for the development and doing good for his fellow tribes men but also for those who come to his refuge. Leaders works day and night to earn the trust of his people and people repose faith on him. People use to choose leader wholeheartedly with a firm and honest believe that he/she will lift them from their misery and hardship. In those era leaders never use to work for individual interest rather for the interest of common mass. In short as we have been taught leader worked with motto of “Development and to give freedom from misery, hardship etc. and the source shall be the Money/wealth” not for himself or for his followers but for the people.
Above was what we were taught but the reality what I have experienced and observed
during last two assembly elections was like a complete shock to be me. I have seen
selfishness behind each and every individual except few. Before I use to curse on
the leaders/politicians for their craze for power and their hunger to earn more and
more but there is a different truth which everyone knows but don’t want to accept
rather they indulge in blame game. Yes, I am talking about the public. The public
no more symbolize common interest and vote for the sake of group, individual, sector,
colony, etc. They keep demanding those things which have nothing do with development
and common interest. A few examples of what they demands or in my words ‘begs’ from
a leader during election are like-
What I am accentuating here my dear beloved people is that if you really want to see Arunachal Pradesh to be among developed state which we can be proud of in true sense, stop asking for self needs rather voice together for the bright future of our state and set a milestone by choosing right leader without any personnel gain. Instead of asking money in exchange of vote ask for better infrastructure, high quality hospital facilities and good higher education institutes offering engineering, legal studies, medical etc.
This ensuing Lok Sabha and Assembly Elections is the best time to bring changes in
the present scenario of politics by choosing right candidate as our representative
in place of pointing fingers on bad politicians as they are created by our deeds
only. Lets act today in a better way so that present mindset of ‘Money & Vote’ won’t
repeated in this elections. If not, days are not far when even new born baby will
ask “is it Election time-
May almighty bless each and every Arunachalee with “Sathbuddi” (constructive mind) and best of luck to all contesting candidates of Lok Sabha and Vidhan Sabha.

A letter to DEO
Dear editor,
Through your esteemed column, I would like to share the letter written to district electoral officer, East Siang showing my concern over reported distribution of money and alcohol.
With due respect and humble regards I would like to state following few lines for kind consideration and necessary action by district electoral officer (DEO). While appreciating wisdom to conduct free and fair election and to check various sources of money and muscle power to lure the voters and easy transaction of liquor under jurisdiction of DEO, East Siang as per the instruction of CEC, I would like to inform that despite of commendable efforts, I have learned from reliable sources that some politically motivated people are engaged in the distribution of money especially in Pasighat area such as Jarku, Jarkong, Duimile and Baskota targeting daily wage labourers and inducing them for favour.
Interestingly, distributors mostly are woman who are roaming without vehicles because of exhaustive checking of vehicles along with bags and baggage’s within the township.
Further, it is also learnt that some people from township are indulging in black marketing of alcohol/ liquor from Jonai and selling them at exorbitant price.
The administration should broaden the checking and penetrate in the villages as well. If possible every suspected person irrespective of gender may be checked in order to control the flow of money and liquor.Further, I request DEO to direct the police authority to place some personnel at Oyan Chariali in place of Sille Police Station.

Private mobile operator are welcomed in Seppa
Dear Editor,
Through the column of your esteemed daily, I would like to emphasize on the need for establishing other mobile network tower at Seppa. The single BSNL service is not able to fulfill the requirement of people of Seppa. To make single call one has to dial hundred times. Adding to it, recharge card of BSNL is very costly in Seppa. Therefore, I would like to request telecom authorities to take this matter seriously. I also appeal private operator like Bharti Airtel, Vodafone, Idea and Aircel to establish new mobile network in Seppa Township.
